Larissa
Darnaby is an Oklahoma native who attended Tulsa Community College
from 2003-2005 and Oklahoma State University-Tulsa 2005-2007, earning
a Bachelor’s of Science Degree in Political Science with a minor in
Sociology. Larissa was employed as the Planning Assistant for the City
of Jenks from 2003-2007. In December of 2007, Larissa was hired as the
Owasso City Planner. She is currently enrolled full time at the
University of Oklahoma working on a Dual Masters Degree in Public
Administration and Architectural Urban Studies.

Doug Moore, AICP, Treasurer
City Planner, City of Sapulpa
Doug Moore is presently the Urban Development Director for the City of
Sapulpa. Before coming to Sapulpa, Doug was the Planning
Director for Laramie County in Cheyenne, Wyoming. He has worked
as an Environment Planner and Urban Design Specialist for the City of
Fort Collins located in Northern Colorado. Doug has served six
years as a Planning Commissioner and another six years on the Parks
and Recreation Advisory Board for the Town of Windsor, Colorado.
Additionally, he served several years as the Vice-Chairman for the
Great Western Trails Authority working on “Rails to Trails” projects
in Northern Colorado. Doug is a member of the American Society
of Landscape Architects and has spent a term serving as the Northern
Director for the Colorado Chapter. Doug has a Bachelors Degree
in Landscape Architecture from Colorado State University; College of
Forestry and Natural Resources; as well as an Associates Degree in
Commercial Art from Pikes Peak Community College.

Steve Boettcher, AICP – OKAPA Professional Development Officer (PDO)
Steve graduated from the University of
Oklahoma with a Masters of Regional & City Planning in 1979. He also holds a
Bachelor of Arts Degree in Geography from East Central Oklahoma State
University.
Steve began his planning career with
a Tribal Government in Oklahoma, followed by two different positions in Kansas.
He worked for the City of Edmond, Oklahoma Planning Department for 19 years,
primarily with current planning activities, the Edmond Public Transportation
Committee, and the City of Edmond Community Development Block Grant program. In
2001 Steve began working for the Indian Nations Council of Governments in Tulsa
as a Housing and Community Development Planner. At INCOG he works with the
Metropolitan Tulsa HOME Consortium and the CDBG small cities grant program. He
also serves on the Steering Committee of the Tulsa County Continuum of Care.
Steve is the past Treasurer of OKAPA and a
member of APA and AICP (1999).

Jim
Coles, At-Large Member (Position 1)
Jim
Coles is currently a Planner III for the City of Tulsa, Planning Department.
Jim graduated from Rutgers University with a B. A. in both Political Science and
Criminal Justice and holds a Masters Degree in Architectural Urban Studies from
the University of Oklahoma. Jim began his career with the City of Tulsa in
1992

Bronce
Stephenson, At-Large Member (Position 2)
City of Stillwater
Bronce was born and raised in Tulsa and
moved to California in 2001 for college. Bronce received his BA in Geography
from San Diego State University and worked as an Assistant Planner and an
Environmental Planner in Del Mar, CA . In March 2009, Bronce moved
back to Stillwater and is working for the City of Stillwater as a Planner in the
Development Services Department. Bronce is currently working on his
Masters of Public Administration at the University of Oklahoma.
